It does the same when attached to another PC? Or www.digikey.com just make sure to use caps with low ESR, 105c, high ripple current, long life rating such as PANASONIC FM or FC series.

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You could try connecting an external monitor with whatever graphics port you have available (VGA, HDMI or DVI.) It may not show your screen automatically, but it's worth a shot. Otherwise, take it to a computer shop and have a nerd try and save your hard drive data.

Open Screen Resolution by swiping in from the right edge of the screen, tapping Search (or if you're using a mouse, pointing to the upper-right corner of the screen, moving the mouse pointer down, and then clicking Search), entering Display in the search box, tapping or clicking Settings, and then tapping or clicking Display.
Tap or click Adjust resolution.
Tap or click the Resolution list and find the resolution marked (Recommended). This is your monitor's native resolution-usually the highest resolution your monitor can support.
Monitors can support resolutions that are lower than their native resolutions, but text won't look as sharp and the display might be small, centered on the screen, edged with black, or stretched.
