hi you will need first to isolate where the problem might be so try to plug other unit or device in your power surge like a dvd player. if it is work your lcd tv have problem now how are you going to fix your tv, use a philip screw driver and open the back cover to gain access the internal part. since doesn't turn on check the power supply first which is the main source of supply of all the board. replace blown fuse and other defective part. bulged capacitor will not work good replace it use the panasonic brand atleast 105c ratings it is effective. thanks hope will help you to fix the problem.
Sounds like a power supply failure... probably caused by bad capacitors on the power supply board.
the power supply board can in some cases be repaired, but in other cases will need replacement.
Apower supply repair is likely to cost around £80 and a new board can be between £80- £200 depending on make model.

The STANDBY light will flash if an issue is detected within the
television. This can sometimes be resolved by simply following the
steps below to reset the television.
Turn off the television. IMPORTANT: For
a projection television that uses an internal lamp, wait 5 minutes
after turning off the television to allow the lamp to cool before
continuing with the following steps.
Unplug the television power cord from the electrical outlet.
Let the television remain without power for 60 seconds.
Plug the power cord back into the electrical outlet. NOTE: If
the television is plugged into a power strip or surge protector, remove
it from the power strip or surge protector and plug it directly into
the wall outlet. If the issue is resolved, the problem is with the
power strip or surge protector and not the television.
Turn on the television.
If the problem is still there and the light is still blinking 4 times, this means that the surge has destroyed the Vertical deflection component. in this case, it will have to be replaced.
usually the power cords are very standard... the power cord communly used has the 3 prongs and has a d shape female/male plugs... try the thrift store.. (I found one that i needed like that.. i had to unplugg it from an old monitor because I did not want to get the monitor so I paid like 2 bucks instead of 10... or just go to a computer store... they may have spares they can sell to you for cheap.
