Just a thought- go to My computer>click on view system information>system information box, click on system restore, and make sure box is unchecked.
If you have any anti-virus programs like Norton, Macafee or AVG, disable them if you can, as well as any non-Windows firewall programs.
If you can remember recently downloading any other program that might interfere with system restore- anti virus or otherwise- then delete or disable that too.

Hello jnickcrispin
Go back to a previous date when your computer was booting smoothly . Use System restore for this : go to start , type restore in the search bar and select system restore .
Maybe there is a malware infection somewhere in your system : download and run MalwareBytes from
http://download.cnet.com/Malwarebytes-Anti-Malware/3000-8022_4-10804572.html and scan your pc .
Once done , create an image of your entire system , it's easy under Windows 7 : go to start type backup
in the seach bar and select back up entire system . At the end of the operation , click Yes to create a System Repair Disc . Do this regularly , every time you made significient changes or saved new important data on your machine .
There is of course another option easy and radical if you own the Win 7 install disc : install a new fresh version of Win 7 but save all needed data before proceeding !
Best regards ,
fanaudi .

My dell dimension e521 will only start up in safe mode ther was a power outage since then i can not use the computer,

Probably corrupted some importand windows system files.
Boot in safe mode, and do a system restore.

Start, Accesories, System Tools, System Restore..
Choose a restore date. The last one in there will likely do it.
Allow it to do it's thing.. Should be all good. Cross your fingers..

Start up and desktop icons missing

Hi,

This could happen due to various reasons like :
1. Any recent update done.
2) Virus infected
3) Windows missing/corrupted files.

There are several steps to resolve the issue.

Try one after another and check if that fixes the issue.

Step 1

Try this Fix
Click on the Download link and install the Fix No. 195 ( Restore Desktop Icons and Taskbar )
Download Link

Step 2

Press CTRL-ALT-DEL to bring Task Manager.
Click on New Task and type appwiz.cpl and click OK
This will re-run add/remove programs.
Remove/Uninstall all new program you installed before having this problem, Also remove the Windows XP Hotfix
Restart your PC.
The access to the taskbar , icons will all come back and Install a new Antivirus.

Step 3
If None of the above steps work, try a System Restore to previous date

Click START - All Programs - ACCSESSORIES - System Tool - System Restore
Choose the date before the system started giving trouble. ( The Date will be in bold ( highlighted ) which indicates the system can be restored to that date with all the settings on that date )

*Note : Doing system restore will uninstall any software/program you have installed from the date you choose the system restore till current date, However it will not delete any files created )

Hope this is helpful.

My parents just gave me this computer. I dont have any discs with it can I restore it to factory settings with out cd and how

If you can start up the computer and use it then you can create your own boot disc. It can be hard if you don't know what your doing. Another option is to go buy a new hard drive and windows xp. (Note from the specs you have given, Vista wont work on this computer as Vista needs min 1GB Ram to operate).
Check this site for info: http://freepctech.com/pc/002/files010.shtml Hope it helps.

My computer cannot locate its local profile and keeps putting me onto a tempory one.

i know you might have restarted the computer several times. restarting is the only option else you can also try doing system restore.

Method 1 Able to Access the Desktop.

1 start .
then click Help and Support
.

--------------------------------------------------------------------------------
2 Under Pick a Task
, click Undo changes to your computer with System Restore
.

--------------------------------------------------------------------------------
3 Select Restore my computer to an earlier time
, then click Next >
.

--------------------------------------------------------------------------------
4 Under, 1. On this calendar, click a bold date, select a date before problems were observed with the computer.
Dates in bold indicate a restore point is available for that date.

--------------------------------------------------------------------------------
5 Under, 2. On this list, click a restore point, click to choose a restore time from the list.

--------------------------------------------------------------------------------
6 Click Next >
.

--------------------------------------------------------------------------------
7 Verify that the desired restore point is listed, then click Next >
.

--------------------------------------------------------------------------------
8 After the computer restarts, the Restoration Complete page of the System Restore window appears. Click OK
.
If the problem still occurs, try restoring the computer to an earlier restore point.

--------------------------------------------------------------------------------
Method 2 Unable to Access the Desktop.

1 Turn off the computer.

--------------------------------------------------------------------------------
2 Turn on the computer and press the F8 key every other second until the Windows Advanced Options window appears.

--------------------------------------------------------------------------------
3 Press the <Down Arrow> key on the keyboard and select Safe Mode with Command Prompt.

--------------------------------------------------------------------------------
4 Press the <Enter> key on the keyboard.

--------------------------------------------------------------------------------
5 Log in as the administrator or as a user with administrator rights.

--------------------------------------------------------------------------------
6 At the command prompt (blinking cursor), type:
C:\Windows\system32\restore\rstrui.exe
and then press the <Enter> key.
If Windows XP has been reinstalled to a different location on this computer, change C:\Windows to the new path.

Need to find solutions!

Through the All Programs menu:
1.
Click Start.
2.
Point to All Programs.
3.
Point to Accessories.
4.
Point to System Tools.
5.
Click System Restore.
6.
Follow the instructions on the wizard.
Creating a restore point can be useful any time you anticipate making changes to your computer that are risky or might make your computer unstable. If something goes wrong, you select the restore point you just created and Windows XP undoes any system changes made since that time.
Create a Restore Point
1.
Open System Restore. (See step-by-step instructions above.)
2.
Click Create a restore point, and then click Next.
3.
In the Restore point description box, type a name to identify this restore point as seen in Figure 1 below. System Restore automatically adds the date and time that this Restore Point is created.
sysrestore.gif
Figure 1. Creating a restore point
• To finish creating this restore point, click Create.
• To cancel restore point creation and return to the Welcome to System Restore screen, click Back.
• To cancel restore point creation and exit the System Restore Wizard, click Cancel.
To view or to return to this restore point, from the Welcome to System Restore screen of the System Restore Wizard select Restore my computer to an earlier time. Then select the date you created the restore point from the calendar in the Select a Restore Point screen. All of the restore points you created and you computer created on the selected date are listed by name in the list box to the right of the calendar.
Note System Restore does not replace the process of uninstalling a program. To completely remove the files installed by a program, you must remove the program using Add or Remove Programs in Control Panel or the program's own uninstall program. To open Add or Remove Programs, click Start, click Control Panel, and then click Add or Remove Programs.
