SOURCE: shift lever locked
Brake switch going bad or shift lock solenoid going bad. The brake switch controls the shift lock solenoid. When you press the brakes it releases the shift lock solenoid to allow movement of the shifter.
this is not on your car but it will give you an idea how the system works.

Hi Patti, If you can not pull the cord more that what you said, try removing the spark plug and see if that makes a difference, if not, leave the spark plug out to prevent accidental starting, raise up the front of the mower and see if you can turn the blade if not...it only gets worse from there. If you can't turn the blade from under the mower, the engine is more that likely seized up, sorry

Remove the plug then try and see if you can pull the cord any futher.If not you may have to dismantle the pull start and check the clips are not jamming.

Check the hydraulic oil level for the hydrostat drives(if it has a reserve tank located under the seat. Some ZT's don't have the reserve tank. Don't over fill that tank. 1/4 inch above the bottom is all it needs.)
Also, check the steering arm bolts. Very often they work themselves loose and the arm doesn't pull the valve rod that controls the hydrostat unit.
