Do you have a USB card reader? Just take the card from the camera, pop into the reader, and you can transfer your photos.
No drivers required unless using Windows 98 or earlier.
Also, the model is wrong, do you mean TZ5? You should be able download software for the camera from www.panasonic.com

Sounds
like the Focus and Optical Image Stabilization drive motors are bound
or broken. To fix this wrong will need disasemble the lens unit, focousing unit to do service; if needs, replace the damaged parts and assemble to run normally. Don't do this if your camera is under warranty.
Or, unless there are no
marks on the case and they wouldn't think that it had been dropped or
gotten wet, well you know, Panasonic will normaly repair or replace it as long
as it is due to manufacture defect.

I use an app called PhotoSync. First I upload my pics from sd card to my laptop, and then transfer them from laptop to iPad. For this you need photosync on laptop and iPad.
Of course you can spend a few dollars and buy an apple sd card reader and download straight to iPad. Your choice
