This is probably not a Fixya question. However, if the choice is between talking with someone who has historical knowledge of the a country and region versus someone who does not, the choice is not hard to make. When decisions are made based upon both historical context and current events, one can only hope someone is there can who prepares for contingencies and is not "flying by the seat of their pants."
