3314c singer sewing machine the needle bar has 3 line on the bar what are they for. when the bar is up i see the 3 lines and i see 1 line when all the way down

FIRST DETERMIN NEEDLE BAR POSITION TURN STITCH REGULATOR TO LARGEST STITCH, THEN TURN HAND WHEEL TIL' NEEDLE IS ABOUT TO ENTER NEEDLE PLATE.
AT THIS POINT THE FEED DOGS SHOULD BE JUST AT OR JUST UNDER PLATE. IF SO NEEDLE BAR IS, IN CORRECT POSITION,AND TIMING WILL BE SET AT THE HOOK.
TO SET TIME REMOVE NEEDLE PLATE TURN HAND WHEEL SO NEEDLE IS IN LOWEST POSITION. USING A SMALL RULE RAISE NEEDLE BAR 3/32 OF AN INCH ( OR 3 MM FOR A METRIC RULE) .HOOK POINT SHOULD BE IN CENTER OF NEEDLES WIDTH. LOOSEN THE 2 SHAFT SCREWS
SLIGHTLY,TURN HOOK TIL CENTER OF NEEDLE. TIGHTEN SCREWS. IF NEEDLE BAR IS OUT OF TIME. BRING HOOK TO CENTER OF NEEDLE AND LOOSEN SCREW IN LEFT COVER. RAISE OR LOWER NEEDLE BAR TO SET 3/32OF AN INCH. THE 3/32 MUST BE VERY VERY CLOSE.

I assume you checked to see there are no needle bits in the bobbin case holder.
Without looking at the machine it is difficult to diagnose the problem. It could be any one or a combination of problems, timing, needle bar height, damage to the hook and base etc.
I strongly suggest you have it looked at by a sewing machine tech.

What ever you do DON'T FORCE IT. I see these problems when a buttonhole mechanism hasn't been used for a long time or the machine has been dropped. There is a cam follower (like a finger) that changes positions when you turn the knob. This could be out of place and a tech will have to go in and fix it.
OR old oil has hardend from non-use or grime has acumulated in the mechanism and jamming it up. I sometimes have luck cleaning it with Tri-Flow oil (hardware stores) but again this may be a tech job also.

It sounds like it needs lubrication on the needle bar frame and linkage.

My CE 200 jammed and I cleaned it out now it won't pick up bobbin thread how do i reset the timing?

To reset the timing on your machine there are timing marks that show you where the machine must be set.
Remove the needle plate and bobbin case. Turn the hand wheel towards you until the needle bar is in the lowest position. You will see two marks on the needle bar with the top one being flush with the bottom of the bushing. If it is not, loosen the needle bar screw and move it up or down to set the marks. Make sure you keep the needle bar straight (needle clamp screw should be straight to the right).
Next turn the hand wheel until the lower timing mark is flush with the bushing. At this point, the hook tip should be just above the eye of the needle.
If the hook tip and needle do not line up, turn the machine on its back making sure the needle bar does not move. Loosen the two timing screws on the hook pulley (only loosen them 1/4 turn). Move the hook to line it up with the needle. Tighten the screws and recheck the timing. The feed dogs should be in the down position when timing the machine. If the feed dogs are up when the timing is done, the hook timing is out 180 degrees.

How do I fix a timing problem with my singer sewing machine? The needle thread will not pick up my bobbin thread.

Here's how you set the timing od the Machine alright:
1. Take the side plate off, take the needle plate off.
2. Take the presser foot off, and put a new needle in the machine. 3. Make sure that the needle is in the lowest position and look at the needle bar for the two timing lines. Locate the top line.
4. Then, turn the handwheel toward you until the top line is where the bottom line was.
At this point, the tip of the hook should be directly in the scarf of the needle.
This should set the timing of the machine perfect....
