Here's a link to the online parts diagram and list, and here's an online manual you can download.
Check the lock nut adjustment on the elevating mechanism; you may have it too tight. Have you tried cleaning and oiling (use 30wt) the elevating screws? If that's all ok you'll have to realign the elevating screw bushings.
Check and adjust the table support plate adjustments to level the table.
As far as I know, there are only replacement parts available, but careful adjustment could do wonders for an older machine...

I hope this information allows you to resolve this issue. If you need further assistance, please post back with a comment to this thread.
If I've managed to answer your question or solve a problem, please take just a moment to rate this post....thanks!

A quarter turn is too much. You should only turn the wheel a maximum of 1/16 turn. Sanding should be done with just the sand (not the paper) touching the workpiece. Patience is the key for drum sanders. Courser grit sandpaper will help remove material faster if that's your goal.

To change drums you have to remember it is reverse thread. If the nut will not because the drum keeps turning you need to either squeeze the drum or hold the shaft near the bottom where the fins are. At least this is my experience with the Porter Cable oscillating spindle sander.

I was recently given a workmate 400 by an 89 y/o friend. There was no manual or instructions/recommended maintainence etc. or list of ways to use it. I have googled and binged and am unable to find a...

The Black and Decker web site has the current version of that model, 425, and it has specs. and instruction manuals.

I have a 400 and it looks very similar. In basic use the unit has two heights, two levers on the side release the lock so it rises to first height. Tilt the unit to kick out the feet for the 2nd height. The table itself is the vise and the front cranks work together to open and close for clamping. The back table piece slides forward and up to release and you can place it in other notches in the frame for wider or smaller board clamping.

There should be a locking knob on the front of the crank or a locking collar behind the crank depending on which model or age of the saw that you need to tighten down to lock the arbor height.

Installing belt on sander

Remove table assembly.
Remove pointer and then slide cover up and out from dust reflector.
Release belt tension by pushing tension lever toward idler drums.
Note: there may be an arrow on the inside of the belt.
The arrow should point in the direction of belt travel to ensure that the splice in the belt will not come apart.
Slide new belt over the drive and idler drums; center belt on drums.
Push tension lever towards drive drum to tension belt.
Hope this helps.

Bought model 3400 skil table saw. have no manual. can't find control for tilting blade. how do i tilt blade

This model does not have a knob on the side.
There is only a locking lever on the front next to a single rotating wheel for height adjustments. To tilt the blade simply twist the locking lever to the left and push the height adjustment wheel to the right. It can be a bit stiff at times to move.
