Turn PC on, the lamps are OK, but PC not starting

Hi, bought a Dell Optiplex GX270 refurbished with HD wiped, I inserted a floppy with sartup disk, light comes on and stays on, it make a beep sound put nothing else happen, pleae advise, Thanks.

turn on comp. fans turn on cd ejects hard drive light on, pwr, light not on nothing else responds such as moniter, mouse, keyboard..

GuruHi, Is there anything appearing on the screen?
Does the PC make any peep noises?
Do the lights stay on or go out?
