Mr Mark Evans is mistaken. In this model, there are two heaters, One for the rinse water (should go up to 85C, and 90C on some serial numbers) and one for keeping the wash water at 60C.
The fact that you're not getting proper rinse temperature maybe caused by a couple of factors. One, like mr Evans wrote, the controller or thermostat may need some adjustment. those are normally pre-set however they are adjustable. Might be able to gain a few more degrees. Two, water pressure may also play a role. to high water pressure will cause to cool down the booster too quickly and will vaporise your rinse water. water pressure should be at 25 PSI. On the other hand, any pressure below 20PSI will also give you poor results.
Mr Evans is right about waiting for the unit to have fully heathed up before the test is started.
If the unit is older than two years, I would check the washarm, make sure they are in good shape. Often a split at the bushing will cause loss of pressure. that is common to most Jet-Tech product.
And for last, if you have any mineral builtup in the unit, well this will cause all sort of problems.
On the F18, the gauges are not really acurate, often off by 10C. An external themometer is needed for acurate reading.

Depending on the model, if using a manual knob for the tea valve(same kind of setup as the steam) then you will have to turn up the p.stat. If it has an electronic button then remove the front top panel and look on the side of the solenoid you will notice a knob attached to another solenoid called an economiser valve, there should be a plus and minus sign on the knob. Reducing the amount of cold water being mixed with the hot water will increase the temperature.

2 things can be happing here depending on the age of the tub spout. If the spout is more than 5 years old, you may need to replace it. if not that old then you may have a screen filter blockage in the shower head itself. remove the shower head from the shower neck and see if there is anything in the filter. while you have the head removed, try the tub spout again and see if problem continues. this should guide you in the next step to either replace the tub spout or just clean the shower head screen filter. Hope this helps.
If the SLP or SL Message is Alternating with the Water Temperature on the Display, the Spa is Operating in the Sleep Heating Mode.
If the SLP or SL Message is ON Solid (Not Flashing) on the Display, the Spa is Operating in the Sleep Heating Mode, but there is No current water temperature because the Spa is between Filter Cycles.
