Hey Jim, you need to contact Mesa or a QUALIFIED Professional locksmith.
That was Mesa’s polite reply on the phone. After telling me theywould send instructions to a “Safe” company they did sell me the key to use.
Several detailed “3 Wheel Combination Safe Lock Instructions” are available on line as is frequent ---. “It is recommended to change a safe’s combination before using due to –‘Safes are shipped to sellers with a factory combination that is the same for all safes of a particular model - - ’”.
Buy a new one then HAVE TO hire a safe company to change the combination – just does not seem quite right. But thanks for the suggestion.

Buy the identical lock if possiable and return as defective and they will reset. Otherwise odds or 1 in 999,000 differant combos. This is airport baggage security lock.

You
must have the factory combination in order to change the combination that was
added to the safe and the factory combination can not be erased if that is the
combination you are trying to erase.
All
you have to do is press program & type in the factory code 2 times &
that will erase the number you created.
Then
to add a new combination all you have to do is: press program followed by 5 new
numbers. Then to see if they new number works, just type in the new combination
& the green light should come on & you have 4 seconds to turn the handle

General Turning Sequence Instruction NOTE SAFE MODEL 5054/5055/5059/5080/5081/5084/5111/5190/5195/5575/5700/5702.
Combinations consist of FOUR (4) positions (numbers).
BEFORE YOU START
Before you begin, please clear all settings by turning the dial CLOCKWISE (to the right)
three times. We also recommend to try the procedure with your safe door open first. Then
follow these steps:
TURNING SEQUENCE
1. Start the dial on 0 (zero).
2. Turn the dial to the RIGHT, passing your first combination number FOUR (4)
times and stopping at that number on the fifth time around.
3. Turn the dial to the LEFT, passing your second combination number TWO (2)
times and stopping at that number the third time around.
4. Turn the dial to the RIGHT, passing your third combination number ONE (1) time
and stopping at that number the second time around.
5. Turn the dial to the LEFT, to the last combination number and STOP.
6. Insert the key in the cylinder lock and turn RIGHT to open.
Your safe should now be opened.

If it is "The Protector" from Costco, open the door and put your hand back by the top of the rear of the door in the seam. There you should feel a little button, push and hold til it beeps then enter your 4 digit code, hit "A" and release. Lock the wheel with door open and make sure your new code works.
