I've found dialing numbers to navigate automated answering systems through Skype to be unreliable in general. Sometimes it works, sometimes it doesn't. This holds true for using the numpad on the keyboard, my free-1 usb skype phone, AND now the new Philips VOIP8411B I got in the mail yesterday. I'm not surprised that the Philips doesn't work, since I've had the problem before, but still disappointed...
The only way I've been able to work around this problem is to make the call on the computer and dial numbers through the on-screen number pad (using my mouse) to get through automated systems that don't work with a handheld device. Yes, this defeats the puprose of buying and using all these cool gadgets like the Philips and the free-1, but only for these certain types of calls. And even when I use the on-screen number pad, it still doesn't work sometimes. That's when I start punching numbers frantically and hoping a real person will pick up the line... lol
@Pat56 - If you use teleconferencing so much, maybe it would be best just to do it through the computer with a USB headset instead of using the Philips VOIP8411B...? Just a thought.

Well it sounds like a combo of both. Definitly get the battery replaced again. The phone itself probably needs new software. take it your service provider's corp store to get the software updated.

You can also type 192.168.0.1 into the internet URL address bar and it'll ask you for a username and password. If you haven't set one up, try 'admin' and 'password'. Then look for a menu listing like 'Diagnostics' or something. (The layout varies on different Router brands) Now click 'Reboot Router' and wait until it has completely finished and all the lights have stopped flashing and are remaining on.
Now try your Home phone.
If it still doesn't work, try replacing the microfilter thingy that separates the computer cable and the phone cable (Usually a spare is bundled with the router when you buy or receive one, look in the box that the router came in, if you still have it). Otherwise contact your internet service provider and get them to check the line, as sometimes the signal 'drops' for certain reasons..
