You need to tell this to the person who sold it to you. They are responsible for repairing this. I can only guess where you live, but in the US there are consumer protection laws to help you with this kind of thing.

I have never heard of that. Since all sewage lines are run in series, If there is a main line issue downstream from where you live, are you and everyone upstream responsible for repairs? I would ask for verification of what rules are in place for upstream and downstream repairs and certification. Also, if they are transferring ownership to property owners, are you free to go out to bid repairs to contractors or are you bound to city/county repairs. Sounds like your being passed the burden and cost of repairs while the city/county is passing all liability to the property owners.

first write email to your deputy that is in your area,then to the guvenator if you need ,so on ,that's why a sad email because you have proof that you sent them,if this can help just email to all instittution what is your problem, someone should help you eventualy.
