SOURCE: Chain oiler inop
this is a common problem and requires replacement of the pump. remove the bar and chain, the pump comes loose with a few screws. under it you'll see the filter which could be clogged, but not usually as contaminants are not likely to enter the tank. Small engine shops can order the new pump for you, hope this helps
SOURCE: Makita DCS51018 Chain Saw Oiler
Before you tear apart and purchase a new oiling assembly. Remove the sprocket cover, bar, and chain. Above the bar studs there is a horizontal groove the oil should flow from. If it is packed with sawdust clean this out. After cleaning or it is clean start the saw with all of the items removed. You should see the oil flowing. If there is no oil the oil pump is bad or clogged. If it flows your bar is clogged. Clean the oiling hole on the bar and groove. Hope this helps.
SOURCE: chain oiler
Saw dust has clogged the passage way in the bar. take the bar and chain off and clean the groove where the chain runs, also near where the bar mounts to the saw there are holes in the groove that intersect with cross holes in the center of the bar, push a paperclip through top and bottom.
If this works for you please leave a rating, thanks
SOURCE: Can't get the chain oiler to work. Using standard bar oil.
You can always put some penentrating oil in the saw oil tube by the bar, spray it in with the plastic straw attatched. Sometimes this will clean things out. As far as the tube being un attatched,,,, taking case apart is usually the remedy - kinda takes a while... :) Hope this helps you, Rick.
SOURCE: mcculloch 3516 chain saw, does not always start.
It must have spark, fuel and compression to run. Your task is to figure out which is missing.
Sometimes electrical components quit operating once beyond a certain temperature. Does it always start cold and become tempermental when warm?
IMO most hard start problems on a chainsaw with a good fuel delivery system are flooded.

The 3516 is a MTD McCulloch (Chinese). These saws are in a class by themselves. Good Luck
