I usually know this is what most people do but have you followed the instructions on how to connect the controller to the PS3?
Basic steps are as follows:
Plug the controller w/ cable into ps3.
Turn on Ps3
If automatic pairing doesn't occur press the PS3 button and it should sync.
If it is brand new the batteries might be discharged and you will have to wait for them to charge up, i'd suggest a full charge (30-40 minutes sometimes) for best results.
Did you buy a PS3 controller or accidentally buy a PS4 controller? There can be a difference in wavelengths and design that is very important (beyond that they are two different versions and two different prices).
Did you buy it used, pre-owned or new? This will dictate the possible past issues had by previous owners and why it was being sold, or that you can get a new one with receipt to replace this defective one. (I say used and pre-owned as two different categories more to cite sources of vendor than actual conditions. Used would be by a friend or a non-business entity and a Pre-Owned would be by GameStop or the like who is sort of known to not accept broken devices).
Also as a last resort, on the bottom of the controller near the warrenty sticker is a small hole, stick a pin in there and hold it for 5-10 seconds. This will reset the hardware. Try the above steps again. If all else fails contact Sony CS as they are the only ones who could know whats going on... beyond a third party electronics store.
If this is a third party controller you are out of luck.I had the same issue with a Mad Catz wireless controller.I Googled the problem and it seems the lovely folks at Sony blocked third party hardware from working with the PS3.It was done with the 3.5 Firmware upgrade.Sony says its to block pirated and unlicensed hardware from being sold and used on PS3's.Hope this helps.
I can not locate a Remote For PS3 By Gigaware now if its a controller Follow these steps

If successful, the RX indicator on the receiver lights. 4. Press the PS button to assign a controller number. The corresponding port indicator lights. Reassigning a controller number 1. Press and hold the PS button for one second. The functional screen displays. Select “Controller Settings”, then “Reassign the controller.” Press X to confirm. 2. Use the D-pad to select the number that matches the controller’s port. 3. Press X again to confirm. The corresponding port indicator lights up. 7 Connect to PC 1. Plug the recevier into a PC’s USB port. The receiver’s RX indicator flashes. 2. Slide POWER ON/OFF to ON to turn on the controller. If connection is successful, the RX indicator on the receiver lights and the 4 port indicators on the controller turn off. Test the controller 1. Open the control panel on your PC, and double-click “Game Controllers.” Then click “Properties“ and the testing screen appears. 2. Press the buttons of the controller. After testing, press OK to exit. You are now ready to play games. Troubleshooting If the controller stops working at any time, or will not connect to PS3 or PC, follow “Manual Search“ steps on pages 5-6.
I just bought a used one today and took me a little while to get it to work. Plug the USB receiver in and turn on the PS3. Press the Mode button and the lights will flash repeatedly at a fast rate (it's searching for the receiver). When it finds the USB receiver, the lights will still flash, but slower than before. When they're doing this, press the mode button again, and that should be all that you have to do. You can also plug the receiver in USB slot one, the charge cable in slot 2, and do the steps to set it up to make it work while charging. (I tried taking the receiver out while charging, and the lights started flashing again so I guess the USB receiver has to be in at all times)
Here's how to connect it tou your ps3. Mine works perfectly guys.
1. Turn your ps3 off without the USB key given with the controller

You can't turn on the ps3 with this controller. So turn it on manually than press the home button of the controller to turn the controller on.
If my post doesn't solve your problem, I really don't know how to solve it. I managed to connect mine so I hope it'll be the same for you!
Sorry for my bad English folks! You know... french people =S
When you reset your PS3 and the system's light goes red and you hit the PS button your controller the four lights just flash? Is that right? The only time your controller will "connect is when you plug it in with USB?
Try this. Turn your PS3 on. Press the reset button on the back of your controller and hold it for a few seconds, then press the PS button to see if it connects then. If it doesn't you could try removing the internal battery from the controller and putting it back in. That might clear up any settings that were saved in it.
