Hard to say what's wrong without testing thing's . Is there B+ voltage to the wiper switch ? B + voltage to the wiper motor ? Do you know how to use a voltmeter ? How to test electrical circuits ?
Here is a factory service manual list of componets involved .
Wiper/Washer System Components
The Wiper/Washer System consists of the following electrical components:
• Accessory relay
• Heated washer nozzles w/XA7
• WASH NOZ 10A fuse
• Windshield washer fluid level switch
• Windshield washer pump motor
• Windshield wiper motor
• Windshield wiper motor module
• Windshield wiper/washer switch
• Wiper/washer switch 10A fuse
• Wiper motor 30A fuse

Do you know how the wipers work ?

SOURCE: 2006 Suburban, rear windshield wiper

with wiper on try to wiggle the wiper arm with your hand. if motor is stuck this will sometimes jar it loose. you may need to do this for a minute as the wiper is a delay system. also if you can move the arm thru its sweep then it is just the wiper arm loose if this is it remove cover at base and tighten nut

SOURCE: Windshield wipers will not turn off, I've replace the turn signal/wiper switch and still not turning off

Sounds like the PARK SWITCH within the WIPER MOTOR is at fault, Only way to beat it is relay the motor. Hope this helps

SOURCE: 2006 kia wipper works but stops in the middle of the windshield

It sounds like the the circuit board has gone bad and does not know where the base is any more so it will stop at the middle or the windshield. Auto Zone should have a new board if it's replaceable like the GM products. Good luck and hope this helps, In the mean time you can always turn your wipers on and pull the fuse out when it's at the down position so it's not up.

I have 06 cts and my windshield wipers stay up. They won't park down. They stop up and stay there

sounds like you have a problem with the parking pawl/position on the wiper motor.some of these can be repaired by a part from the dealer as its a dealer only part and sometimes the wiper motor needs replacing.if its a motor problem you can pick up one at the wreckers instead of buying a new one.

Washer comes on when wipers are turned on. Is replacing the switch gonna fix it? 06 cts

Should. It sounds like wiper switch w/delays/squirters, etc has a short in it and it's activating your washer pump in all positions.

When I turn the windshield wipers on the washer pump runs continuos.

i should imagine the fault is in the control switch unit ,something has come adrift inside and is shorting across ,must add i have never come across this before but their is always a first time ,i would be inclined to unplug the switch and see what happens ,if nothing works which is what i would expect then you will have to renew the switch ,this is a new one on me to be honest

06 cts when you turn wipers on windshield washer pump runs continually if you turn the wipers off the water shuts off. I have replaced the (D01 D6377D -) Windshield Wiper & Windshield Washer...

-I believe the switch is bad. The line to the pump might stuck at the wipe position. So every time it on. It turn both
devices on.
Check it out.

Good luck

I have a 1999 Cadillac deville wipers spotted working.

hi this sounds like the linkage has either snapped or has simply come off the ball joint if you can still hear your wiper motor running this will be it, they are a bit awkward to get to but normally a simple repair. lift your hood ( sorry ime from uk excues me for wrong use of parts lol) and look near windscreen area where the wipers are . look into the gaps vent gaps you will see the linkage put wipers on and see if there is any movment in there, if not then it will be that...hope this sorta helps
