You need to print this out-on someone else's computer. Hope it works for you! Remove the battery and charger/ac adapter/power cord from your Compaq
Presario F700 laptop, press and hold the power button for 20 seconds to
discharge any residual current inside the Compaq Presario F700 . This
clears your RAM and is like a hardware reset. Replace the battery and
charger/ac adapter/power cord and turn your Compaq Presario F700 laptop
on.
Boot in "safe mode". As it starts up press F8, the computer ask you if
you'd like to start in safe mode. Highlight "safe mode" and press enter.
See if your laptop is booting up ok .
If your Compaq Presario F700 boots ok, do the following,
Try System Restore first,
Start Menu->All Programs->Accessories->System Tools->System
Restore. Choose the most recent date before you the encountered problem.
If it doesn't work, try the next date.
If System Restore does not fix it, as a last resort, you might need to
fdisk, reformat your laptop hard disk clean and reinstall OS, that
usually fixes all bugs. Before going that route, try following,

If the problem persists, did you check if it could be your Compaq
Presario F700 laptop power cord or power source problem? Defective or
insufficient power supply might cause error messages that are
misleading. Take the battery out and power on your laptop with the
charger only. Make sure your Compaq Presario F700 power jack and charger
plug tip are securely connected. Did you notice the power jack loose?
You can find laptop power jack on ebay. Fixing and soldering the power
jack requires professional skill though. The charger green/blue LED
should be on. If not, replace the defective charger. Compaq Presario

Holding down both the Insert/Scroll button, hold the power button down
for 20-30 seconds, release the power button. still hold the
Insert/Scroll button press the power button normally should come up and
Windows should boot.
6. Restart hit ESC it should open the BIOS and reset to default. restart computer should come back.

then blow in vents with hair dryer warm air
put battery not power back in
turn on and wrap in towel
leave for 45 minutes
open back up and plug in power done!

Was there any power outage in your area and was the laptop plugged in at that time, if so your Motherboard has been fried, your need a new Motherboard.
Assuming you have checked the the power strip or outlet by testing it with another electrical appliance to see if it is in operation, you can test
the power supply to the unit with a tester or oscilloscope. If it still does not work then check the cable that plugs directly into the unit and replace it if necessary. You can also open the unit to check if the cable is attached properly to the motherboard.
OK. When the AC adapter is plugged in the computer should boot and stay on. Most likely the adapter has malfunctioned or the female connector has come loose from the mother board ( a common problem with all laptops). Check your adapter by measuring the output voltage with a voltmeter, taking it to a repair shop, or using it on another computer. If it is bad, get another, if not, disassemble the laptop and resolder the power connector to the board. Test it before complete reassembly and glue the connector to the board with a few tiny spots of five-minute epoxy. The 5 minute stuff is easy to remove with heat if need be. IT CAN BE FIXED.. HANDS ON IS THE BEST WAY . LETS GIVE THIS A SHOT. COMPAQ NOT GOING TO HELP YOU THEY WANT YOU TO BUY ANEW ONE IF IT WORK WHEN IT HAD VISTA , IT WILL WORK NOW, I AM SURE OF THAT. YOU MIGHT HAVE TO HAVE IT COMPLETELY TAKEN APART AND RESET IT , BUT THATS ANOTER STORY , FOR now remove the battery and remove the ram/ memory card, then remove the hard drive , a sigle screw should remove the hardrive memory as well then i want you to hold down the power button for about 3 minutes , then insert harddrive only press power, if you hear a beep good sign if th power button remains after the harddrive is installed, hold power button till computer turns off then install ram memory USE YOUR POWER CORD THREW OUT THIS PROCESS [email protected] your computer can be fixed i know its easy said then done ITS MINOR but a tech will tell you the total opposite
try taking the hard drive and memory cards out then turning the computer back on without hard drive and memory cards for 1 minute then power it off (unplug it ) then put the memory cards in only then plug cord in turn unit on for 1-3 minutes then power down (unplug it) then add hard drive make sure there is no power going to the computer when adding the hard drive to the unit. at this point do let the unit set for 8 hours then try rebooting it should restore itself. if this don't work sorry there is a limit for what I $hare online.
