It could be that the bobbin case is old and worn (normal with wear-n-tear). You should be able to find a replacement that will work. Check at the local sewing repair shop.

Hi, There is an adjustment on the side of the black bobbin case. Remove the needle plate, to gain access to the case. Lift it out, noting how it is positioned! On the side of it , there are two screws, one is the adjustment screw - its the one that sits out more. To increase tension, turn it clockwise 1/8th of a turn, reassemble and test sew. (make sure the top thread tension is back to where it should be). Repeat if required. DO NOT adjust too much at a time! Good luck

I'm assuming the thread is looping on the bottom. If this is not the case, ignore the rest of this.
Perform a tension test. Tension assembly test. To do this test. Pull the thread through the tension assembly and test it to make sure the tension is working correctly.
(To do this test, adjust your tension setting to normal or medium or 5 or something in the middle. Raise the presser foot and pull the thread through the tension. It should pull easily!! Lower the presser foot and pull the thread. It should pull noticeably harder.)
If it doesn’t work this way then you probably have a piece of thread or lint stuck inside the tension discs. To remove it, turn the tension to 0 zero and raise the presser foot.Using a small screwdriver, open the space between the discs and spray with canned or compressed air. The stuff should come out. Do the tension test again to make sure you got everything and then try sewing again.

Thread tension. Beware of adjusting the bobbin screw. Pfaffs maintain their tensions just fine without adjusting the bobbin tension, unless you're using some crazy thick or fine thread. If you must change your bobbin tension, you would be well-advised to buy an extra bobbin case, because re-calibrating your tensions after changing them can be less than fun.
Increase your top tension, and your looping should cease. I normally keep my tension around 4.5. Also make sure you're using a good quality thread, and that there's nothing in the upper tension assemblies. Sometimes a tiny piece of debris can keep the top tension from applying enough tension, so turning the machine off and blowing some canned air in there can help as well.

In most cases, this is caused by loose threads and fluff being in the upper tension unit rather than a problem with the bobbin. There is a screw on the bobbin case that losens and tightens the resistence. However, it can easily come out and then you have a mess.
Try this to check the bobbin thread tension -
Take the bobbin case holder out of the machine. Use a bobbin that is about half full and use standard 50 wt sewing thread.
Take your needle plate (the metal plate over the feed dogs that has markings showing stitch width under the presser foot).
Thread the bobbin thread in the bobbin case, holding the case so that the thread is through the tension spring as though it is in the machine, tied the end of the tread to the needle plate and have it hang below the the bobbin case.
If the needle plate immediately drops to the floor, unwinding the bobbin, the bobbin tension is too loose. If you jiggle the bobbin case slightly up and down and the needle plate moves slightly down, it is just right. If it does not move at all it is too tight. The resistence should be 14g which is the weight of the needle plate.
The upper tension unit, look straight down from the tension unit and you should see some metal disks which the upper thread rides through when threaded. Take your small cleaning brush and brush out any loose threads/fluff there. Look down the left side of the tension unit to make sure there is none hiding.
When you tighten the upper tension unit by pushing the tension buttons on the screen, do you hear the tension disks tightening? If not, it may be the pc board or the tension unit itself that will have to be replaced.
