You need to contact the Customer care of your service provider. They may require you fo fill some personal Identification detail and they will enable the SIM again.

It is probably not permissions I think it would be the drivers need updating and you may have to talk to your techs to get this done if not I can give you a web site that may have the drivers

Here is the link to argus download.

Select: Download Drivers on first box >> Discontinued Cameras on second box >> DC1610 on last box to the right.

Download and install.
Keep camera unplugged when you begin to install.
