water prop? if your talking about the Propeller that rotates to propel the boat. only replace it if fins are missing. Aluminum and stainless steel propellers can be rebuilt. If your talking about the water pump impeller. the answer is yes. its rubber and should be replaced seasonly

get the kit from boat shop all it takes is four bolts and remove the lower housing.. when you put the impeller in... flex the blade the same way take a photo before you take it apart...inside get a new gasket for between the upper and lower housing too...

remove the lower unit after disconnecting the shift rod . and you will be right there . caution needed if any or the bolts are showing white oxidation around them .really HARD TO REDRILL AND TAP OUT IF BROKEN

assuming you are not out of oil in your oil reservoir you probably have a bad sending unit in the reservoir. never bypass it or eliminate it as you could permanently damage your motor or ruin it if you ran it out of oil.
