Hi, try this to fix the problem. [right] click on the "Taskbar" select to open the "Properties" short-cut, next in the [Taskbar and Start Menu...] window, click on the Taskbar button, and [un-check] every box. Next, open the Toolbars window, and [un-check] every box, "Apply and OK changes." After you have finished doing so, "restart" the Computer. When you are back to the "Desktop window, open the Taskbar Properties again, and put a {Check mark in all the boxes of the items you want present, to view}. First, make sure the taskbar is not locked. Right click the taskbar and make sure the is no check mark beside 'Lock the taskbar".
Now, point your cursor just beside the START button (outside the START orb and on the task bar), click and hold and now you can move it to the bottom of the window.

this is a condition caused by a damaged windows....To be exact some of the system files that are responsible with the desktop appearance were damaged or radically changed...
First point the mous at the bottom of the screen to see if the task bar is not set to autohide...if nothing gets on ..try to right click on desktop and than properties,,,and on the themes choose the windows that you use...and ok ..and see if the desktop is getting back ....If the result is the same the only fast solve is to reinstall it using the recovery cd ..or partition ...or a boot-able cd with the operation system ...cause if it is not getting back after that it means that it was completely and irremediable damaged..
