Mouse is frozen on the start up screen, I can't click or move it at all.

Check whether any other mouse is working fine with your laptop or not. If any other mouse is working fine with your laptop the problem is with the mouse . Replace it. If you are using a USB mouse try changing the USB port , if you are using a PS/2 mouse purchase a new USB mouse. It will be better to handle USB mouse rather than PS/2 for laptops.

Cursor is frozen and can;t move on my laptop

Plug in a USB mouse, and go to Contol Panel>system>device manager and click on the +sign next to pointing devices. Right click touchpad and uninstall the touchpad, then reboot the computer, remove the usb mouse. Windows will pick up the touchpad as new hardware and re-install the drivers for it etc..

I hope this helps

Cursor stops working when power cord is plugged in...

It sounds as if the power coming through your ac adapter may be causing interference with the touchpad, meaning perhaps an electrical signal is crossing into your mouse or disrupting its signals.

You could try to download the latest drivers for your touchpad and see if that fixes the issue.

You should also (if you haven't already) try a different mouse to see if the issue is related to the mouse sub system, or the touchpad itself.

If possible, try a different AC Adapter to see if that may be the issue.
