Possibly because you are typing the wrong key.
be careful of 'o" and "0" and I and 1 or alternatively your disk is not the one with the key that belongs to it. If this is a new disk and installation contact Microsoft in your country on their home page Under support you can ring a local number free to have a new set issued if it is a genuine Microsoft disk. If not you will be sought out and made to walk the plank over a crocodile infested pond
