They are supposed to but the issue is whether or not they defrost and that is related to a circuit that is controlled by a timer. Since you did not post the make and model number of the unit, that is all I can assist you with.

An iced up evaporator coil can cause a freezer not to freeze goods. That is caused by a failed defrost timer or a failed defrost heater.

Or it needs gas topping up.

Will it affect the function of the freezer if panel covering evaporator coils is off

Sounds like the air circulation fan isn't running. The air must be circulating to freeze. First tip off is the coils are iced up, second, unit isn't freezing. Find the fan inside the freezer and check that it will turn and it's not stuck. Sometimes a little 3 n 1 oil on the bearing shaft into the motor is all it takes to get it running again.

Freezer side not freezing

Check for ice / frosting inside the freezer .... If present you probably have a defrost problem.... This causes the freezer coil to ice up and block the air flow ... the causes could be a bad defrost heater , defrost timer, defrost sensors, or control board. Also make sure that the condenser coil is clean. remove ALL dust with a vacuum and a coil brush .the coil is located either on the bottom or on the back side of the unit... Freezer side not freezing

Turn off the refrigerator.Remove the freezer shelves/bins and rear panel.
Take a hair dyer and thaw the ice completely. The defrost heater will be across the bottom of the freezer coil. The defrost thermostat will be attached to a refrigerant coil at the top of the freezer coil.It is about the size of a quarter and 1/2 inch thick.There will be wires from top to bottom on the sides of the coil.

In the freezer coil is a defrost heater coil, and a defrost thermostat. You have to expose the freezer coil to find them. If your local dealer can't get parts, I get mine from Repairclinic.com.
