Should be 1 or 2 screws holding the lens to the cover remove the screws and the fog lens assembly should come out of the bucket and then the lamp is accessed from the back of the lens assembly

there is an access panel located in the wheel well,behind the fog light. it has plastic screw heads ,they don't turn out so just pry them out and u can reuse them . the fog light is now accessible
underneath the offending fog light there is an access panel. its held closed with two 10mm bolts. take out the two bolts and reach inside for the fog light. there is a tab you must press inward to turn the the socket. turn the fog light socket and remove it from the fog light housing. replace the bulb, and reverse the steps for reassembly.
There is a small square "trap door" in each wheel well directly behind
the fog lamps. You can pry it open and access the fog lamps. They just
twist loose.
there are many problems with the 1995 jetta ignition. All your lights,head lights, fog, and instrument lights get power when you turn the key on. I had to bypass alot of this when i got my jetta. I also reran the wires from the fog and headlights so you can manually turn them on
hi..You will have to access the fog light bulb from below the vehicle.
Remove the plastic clips from the wheel well cover extension that is
below the fog light.once the clips are out and the plastic cover is pull
down,you should be able to see the back of the fog light.you can try
to replace the fog light bulb by removing the two 10mm bolts and slide
the fog light assemble out through the front of the bumper.Turn the cover
of the rear of the fog light and replace light.

Series 92 to 98 Fog Light Replacement-
To install a fog light, insert a flat blade screwdriver
through
the front bumper grill and release the fog light retaining
clip.
Remove the fog light and disconnect the wiring harness.
Installation
is the reverse of removal.
