Replaced 30 amp exterior plugs male and female and everything else works in rv except a/c

Possible low voltage condition would cause that kind of a problem. To small a cord without the ability to carry and maintain the voltage would cause a voltage drop. I would test the voltage supply and make sure it is within 10% of that required for your A/C to operate properly.

sound like a electric short some where, other than themostat. most likely some where close to the motor or the motor itself.

There is a short in one of the thermostat wires. The fuse is triggered on the low voltage side of the unit. Replace the wires.
