Question about Apple iPod touch
I would suggest reseting it hold the power and the home button at the same time for at least 10 sec or until the ipod resets you should then see an apple logo. reseting your ipod touch will not erase anything.

I'm assuming you tried a hard reset (menu and center button for 5sec)
and a firmware restore through itnes. If hard resetting and restoring
it doesn't work and the Apple store doesn't help you have to replace
There is a service called ipod repair nyc that can do it for you can use an iPod repair guide that shows you how to replace the screen yourself, the part is on ebay.
