Hi nkda2000, this is as close as I could find for power schematics. Intel D865PERL
(There is no Intel D865PERLL board). Sure it's a typo. Have done searches for D865PERLL & found it (Not on Intle's web site) but when looking at the specs it's listed as D865PERL. (One L ) not two.
I hope the Technical Product Specification pdf can help you check the power on the motherboard.

sounds to me like your mainboard is bad, i bet if you closely inspect the capacitors around the cpu one or more is bulged out or leaking

The fan should run constantly. It needs to be replaced. Otherwise the power supply will shut down when it gets hot. It can usually be replaced, but if the supply is cheap, just go out and get a new one.

Yes, 95% percent of the time, when a power supply dies, it takes out other components in the computer, such as the motherboard, memory and drives. CPU usually doesn't te hit but the motherboard and maybe memory. I would try a new motherboard first, then memory...
