Here's a link to order the original LG base stand assembly for this model (42LB5D) from a major parts distributor. Please note, you would have to verify the complete model number of the unit as their are 2 versions availible (there should be either a C or F at the end of the model #):
LG 42LB5DC Replacement Part Base Stand Assmebly
LG 42LB5DF Replacement Part Base Stand Assmebly

They may have missed out the power supply circuit. There may be loose solders or bad parts. You may have eliminated other parts which may have caused the problem when the service center replaced the parts. Inspect those that you still have remaining for leaking capacitors, loose parts or loose solders.
SOURCE: My LG 42LB5D TV can't be turn off unless I unplug
My problem turned out to be a mother board that operates the IR remote sensor & the LG recommended repairman's estimate was over $500.00 with the part cost of $378.10. I spoke twice to LG's customer service and since the TV was over 1 year since purchased,(however not even 2) they offered nothing. One can now see why Best Buy sells their separate insurance policys, because over 1 year from the manufacturer there is no responsibility by them unless the failures reach gigantic proportions like they had in 1997 & 2003/2004. Buyer Beware
SOURCE: Need Time Warner Remote code for LG 42LB5D HDTV
For Time Warner Cable digital remote controls to work with your 42" LG HDTV, do the following:
1. Press "TV" and "OK" simultaneously for 3 seconds, until the button "tv" light on the remote is on.
2. Enter the TV code. In this case, it's "113". With the right code, your component will turn off. Quickly press the power button on your digital cable remote to turn it back on. Press the "TV" button again so that the remote saves that code.
3. You should be done.

hi,
usually you can correct this issue with only a few system checks, dark streaks can be caused by damaged pixels on the screen, in which case you need to replace the TV. Inspect where the dark streaks are on the television. If the streaks occur at the same place on the top and bottom of the screen, they are due to the formatting of a movie or television show you are watching. This is normal. Also, if the streaks appear on the left and right of the screen, they are due to the show being filmed in full-screen instead of wide-screen. This also is normal. Change the input setting so you are viewing the contents of a different device. If the dark streaks are gone, you know they are due to the device connected to it. However, if the dark streaks remains no matter what input the TV is connected to, the problem lies with the television.
