Check the mains rectifier ( 4 diode's or 1 block ) for short circuit ,also check the NTC/PTC resistor ,the power FET and power IC,if the last 2 parts are broken then measure al high omhic resistors between 300V and IC.

It's not the fuse. Fuses have two states: sound and blown. If it was blown you wouldn't get any power. More likely a capacitor is swollen or leaking on your power board inside your TV.
Unplug your TV, lay it flat (carefully as it's a big mother - maybe have someone help you) on its front on a clear stable surface. Remove the back and visually check all the caps on the power board (follow the wire from the plug to find the power board). You're looking for signs of swelling - the tops of caps should be flat not rounded. If you find some, and you know how to solder, replace the swollen caps with the ones that have the same 'uf' number and the same or higher 'v'. If you don't know how to solder nor know a man who can, replace the entire PSU. Find the part number and search for it on eBay or on a tv parts site.
If you don't find any signs of faults with the board, it could also be a main AV board issue - that is the one with the video inputs but knowing whether it is the PSU or the AV board is impossible without a multimeter and the knowledge of how to use it. Replacing both would fix your problem but would cost about the same as calling out a TV repair man.

when a television turns off by itself and flashes as you say, it indicates that there is a problem inside the tv. If you keep trying to turn it on you may do more damage. It could be something as simple as a faulty fuse inside. If you have no expierience with electrics I suggest you get it checked out by a professional. I had a similar problem with another tele model and it was the fuse in the back of the tele that needed changing. I did try to this on my own but unfortunatley didn't have the right fuse so i took it to a repair shop and he done it really quickly.

Check the fuse first, if you are luck, probably you only need to change the fuse otherwise you probably need a new TV.

Turn off home electrity power or unplug all the expensive units when it is lighting to protect them.

Philips 60pp9202 will not power on

You should check the high voltage regulator inside the TV. Very common problem for this series. Be careful when removing them, it contains high voltage static charge in those capacitors.

This sounds like one if not both of your cooling fans are not functioning properly. Therefore, you'll need to replace a fan more than likely.
