No one is authorized to service the unit. From thier FAQ's::
Does the Bionaire® brand have walk-in repair service centers?
No service center is authorized to handle claims on our bealf. Please contact our Consumer Services department at 1-800-253-2764 to speak with a trained specialist and receive appropriate shipping information.
In other words.... BIONAIRE is the sole distributor and servicing point for this unit.
3. Should your dehumidifier require service, please call
1-800-253-2764 in North America for further assistance.

There are probably parts you could replace but without any service manual data or replacement parts data it really is difficult for us to help you.
Your unit has
1. a Humidistat
2. a Fan
3. a Compressor and all of its' start run components consisting of a start relay thermal overload and a run capacitor.
Obviously there is a problem with one of those components. It will be a matter of isolating which one and then going to your local appliance parts center (WITH defective part in hand) to purchase the parts. (IF they have them...)
