Hoover makes running changes on these style steamvacs without changing the model numbers. One of the following or both.
Four tabs (opaque/white in color) about a 1/4 of the way in from each corner of the plastic brush block that need to be depressed to release the block. (most common) Slide the brush as far out as you can with out putting much tension on them and simply depress them. These are often brittle take great care not to bust them. Gently wiggle the brush block to release the drive spindle.
Two large tabs at either end of the brush block. Slide the brush out as far as you can (release previously mentioned tabs) and then wiggle gently towards the front and the back of the machine. The top tabs (generally black) will catch on the outer eges and be very easily seen and pressed with your finger.
To clean them simply drop the assembly in a bucket of soapy water overnight (no metal to rust nothing to corrode) then clean with hose. I carefully use a pressure washer on mine.
To reinstall brushblock make sure drive spindal is on correct side by lining up hole with spindle, and gently push the block into place while making sure the guides on either end are correctly aligned. All done, go clean some carpets.

Press the handle release kick-button with your foot, extend the handle all of the way back, and take a look at the gap between the base of the unit and the handle/reseviour assembly. You should see several black hoses attached to the base and running up into the handle assembly. One of them (the dirty water return hose) might be cracked. Turns out that might be a common problem with this model. We had the same problem.
Judging by the interference between the vacuum hose and the "dirty water return" hose, there is NO WAY those two hoses can exist together in that housing without causing the dirty water return hose can last for many full bends of the handle. We opted to not repair our unit, but you might be able to do it yourself for the cost of the part and several hours of your time. Otherwise, seek out your certified Hoover repair center for more info.
