Solved same problem.
Same model ipaq 1940.
Sorry for my bad english;this is what You can do:
Open the ipaq
Remove the mainboard
My problem was the connection between LCD and Touchscreen.
So I solved putting on the connection 3cm of tape to have a fully working contact.Indeed, the lower part of cable, with the 2 little holes was disconnected.
After this all becames to life!

So many things did affect the display of TS, one may be you use driver to intall TS on your system, driver may be corrupt, or some thing pressure affects the display of TS, try it in another system apart from the one you are using if everything is fine, this means it is from your system, if not it will be from TS itself, so best suggestion is to find technician nearest to check for you

Just from reading your issue I assume you're either prior or current military?
First, see what the return conditions are from the store you bought it from. It could be a defective system.
The stylus has a point that is very sensitive and if used too hard or not taken care of properly could cause it not to work. First thing suggested to fix if you need to throw money at this is to replace the stylus. They are relatively inexpensive.
You may have to send it out. There is a ribbon cable internally that may not be connected properly and/or at all. Do not open this unit yourself as it could void your waranty.

There are several answers listed in Fixya under Z22 and touchpad or touch screen. You can start by trying to clean under the edges of the face frame with a credit card or something similar. If that doesn't work, try a soft reset by pushing the reset button on the back of the device. If that doesn't work, you can do a hard reset, but it loses all the data in the device. If you have it stored on your desktop calendar, this might solve the problem. To do a hard reset, check this site for instructions. http://kb.palm.com/wps/portal/kb/common/article/42094_en.html
If those steps don't work, you may need to replace the digitizer. You can pay someone to do it, or you can buy the part on ebay for about $12. Get one that comes with the tools you will need. Unfortunately, they don't come with instructions. I have posted the instructions in several places on Fixya. If you can't find them, write again. Hopefully the easier steps will do the trick.
