Canon 40d will not download photos to pc

canon eos utility will not let me access the download photos option on my desktop, but works fine with my laptop. os on desktop = windows xp sp2 professional and lap top os = xp home. windows device manger lists the camera as "canon eos 40D" on laptop but as "canon eos 40D #2" on desktop.

on the desktop I can access the camera as an external storage device and veiw the photos on the card as jpegs but not as raw so I cannot use windows to upload my raw images.
