Having problems with outlook express and recieving... (by 2 users)

hi peeps im having probs recieng and sending emails with outlook express and windows live mail.....please can someone advise me on what to do with many thanks for any help or advice offrered

unable to open outlook express.I get the folling message.
outlook express could not be startes.the application was unable to open the out look express store.your computer may be out of memory or your disk is full.contact microsoft support for further assistance.0x800co12e,5.
next meaasge is.
outlook express could not be startsed because msoe.dll could not be intialized.out look express may not be installed correctly.
outlook work fine until i downloaded an update to norton.

I had a similar problem. Each time I sent an email, it would stay in the OUTBOX folder. So any other new emails I sent, not only would the new email be sent but all the previous ones that sat in the OUTBOX would be RESENT, becomimg a festival of email redundancies. After about a week of this nonsense, I contacted Microsoft via their online chat service. I did not have to pay. The tech asked permission to access my computer remotely using EasyAccess(R), which I gave. The tech then found that my MAIN IDENTITY had a problem. He save my individual email .dbx files to a folder on my desktop. Created a new main Identity, deleted the old one, and copied my .dbx files into the new identity for Outlook Express. I'm working ok now. Just go to the MS Support site click on contact and chat. Good luck... Carl the O Man

Can you please explain more...

Like when the problem started.... Have you got any Third party firewall installed, and also if you get any eroror messages
