Try to drain the electrostatic charge of the motherboard that usually cause this issue. I wrote a tip on how to do the power drain. Try to plug in external monitor on the VGA port and see if you are getting display using external monitor. If you are getting display using external monitor then the problem would be the laptop LCD. If you are getting the same black screen using external monitor then the problem is already the motherboard.
Try testing it out through your external ports like the vga, svideo (hdmi if you have one) port to a external monitor, or a tv and see if you get anything there. If you are able to get display to a tv, or external monitor through your external port, then you might have a issue with your screen inverter, or loose connection somehwere between your screen and your laptop base. Secondly if you can't get a display to a tv or external monitor using the external ports, or you get the same display like your screen, then your vga chipset is screwed, and you motherboard will need replacement since the vga chipset is solder onto the motherboard. At this point you can either try to replace the motherboard, (which is going to cost you almost or more then a brand new laptop) or decide to go ahead and get a new laptop.
try to use an external monitor, plug it on the system and let it work with it for an entire day, it the problem occurs on the external monitor, it can be the video card, but if the problem doesnt happen on external monitor, its the lcd. try also to go to bios, by pressing F2 when the computer turns on and you see the dell screen, it will go to the bis an let it stay there for hours, if the problem happens in bios, video card is indeed bad. you said you have tried the diagnostics? is it by pressing Fn and power button? if the diagnostic looks fine, its a software but you mentioned you have reinstalled the operating sytem already,so focus on the hardware part. i believe your video card might be intel which is integrated or nvidia, for nvidia, lots of issues for it. so better try the external monitor or go to bios.
On the menu screen, you go to the speaker icon (Profiles) and click on it. From there you will click on Advanced. It should have your current ring selection highlighted already. You will then click the menu button click on Show Ringtones and choose the ring tone you want to use. Hope this helps!
If you have a picture on your desktop and nothing on your external,With external screen plugged in check the output set up on display properties, may need to be set up again.
Once the screens are identified you should be able to save these settings and remember to set the correct screen size or you may experience Black screen syndrome were your video picture should be displayed,if in doubt start at the smallest (800x600) and work from there adjusting to suit the individual requirements.
