When you power up the computer press F1 or
F2 or "del" key to enter in bios then go to boot option then check your cd or dvd rom is on first boot device.
also check your bootable disk is working fine.
Thanks for using fixya.

My laptop gets the error pxe-e61 error and I do not have a bootable disk

Check your boot order. If it is set to network you'll get this error. It could also be due to bad cable, etc.
Error PXE E61 Media test failure check cable

It's a good idea to get a bootable USB that can run some utilities, as well.

No bootable device/ compaq laptop

Have you tried a System restore/recovery? Do you get any response when using the F keys at boot? Could be the HDD, reset the HDD first, if you still get no response, remove HDD and test.

Power failure, command display (no bootable cd)

It seems that your first boot was on cd or dvd, or may be your hard drive did not detect, to check both of them go to BIOS set up by pressing F2 or Delete on your keyboard to enter set up. When you are in set up mode go to Boot menu (if you can not see boot menu go to advance). In a boot menu select HDD as a first boot and Cd or DVD as a second boot, if you can not find your HDD it means that your HDD did not detect, and you need to replace it with a new one.
Hope it gives you a solution

Than you in advance for any and all help pertaing to my issue. Problem: 3-4yr old HP laptop. Did have Win XPsp2 on it. HDD went bad. Used Barts PE to create bootable cd-rom with half working Win XP, but...

Why do it the hard way? If your HDD is bad, most probably the system files are corrupted too and getting/making a bootable CD from the HDD files is just wasting your effort. If you laptop CD/DVD drive is still good, then use the options below: -

1. Go to any torrents site download "hp oem xp" disc from the site & burn the bootable image to a CDR.

2. Go the the Hp support Site & download the XP drivers for your Laptop model.

3. Then you can do a new installations on your Laptop.

Hope it helps.

My laptop recognizes the CD-RW/DVD drive but it can't read any disk.

What Operating System are you running? Drive could be bad. If you have you a bootable CD (like your original setup disks) turn your computer on with the bootable disk in and see if it tries to boot from it. You may have to adjust your settings in the BIOS to set it to boot to disk before the HDD for this to work.
