Normally when the screen is blank and the power indicator is blinking, it means the TV is in the shutdown mode to protect itself. Try unplugging it for several minutes. This will give the system time to cool down and also reset itself. While it is unplugged make sure there is nothing blocking the vents and clear them of dust and debris. Use a non-abrasive cloth. (You can dampen the cloth with water, but do not use any chemical cleaners.) You can also use a can of compressed air made for electronics to help clear the vents.
If this doesn't clear up the problem, then what you read about the SU and/or SD board is most likely the issue. The number of times the power indicator light blinks in a sequence identifies for the technician what parts to test. I have included the chart for you.
Because of the high voltage parts in the TV, unless you have done this type of repair before, I recommend having a technician diagnose and complete the repair. If You Need An Expert 6ya.com

The 7-blink error code is for the SC floating voltage area and the boards to check are the SU SD and SC boards. You can check by unplugging the SU board and see if you still get 7 blinks. If so, disconnect the SD board and check for the 7 blinks. If so, disconnect the SC board and see if you now get 6 blinks or any other change. That would be indicative of a bad SC board.
To absolutely test it place a jumper at SC50 on the SC board and the buffers (SU SD)disconnected. If it then powers up with the LED still flashing your SC board has failed. Make sure you do not keep it powered on with the jumper for longer than 30 sec.

Manual says problem with SC, SS, or C boards. SC is large board at left when facing rear, SS is large board at right, and C is small long board at very top. You could check fuses on SC and SS. Also, SC and SS should make a buzzing noise(not too loud) if operating. If a fuse is blown, suspect that board is bad not just bad fuse. Search parts at encompassparts.

Panasonic utilizes the blinking light as a form of self-diagnostics, similar to the "check engine" light in your car. If you've ever experienced that, you know that a check engine light could indicate anything from a loose gas cap to a major failure.
Panasonic uses the number of times the light blinks, to aid the technician in trouble-shooting the problem. The blinking light indicates an area of concern and helps the technician to isolate the problem and order the correct parts. This in turn speeds up the repair process, keeps parts cost down, and helps both you and the servicer by allowing the technician to complete a repair in one trip in most cases.
So contact an authorized service center.
