Some TV's have sound settings to empathies voice. If the TV has a centre speaker you can increase the sound output on that. That will make voices louder.
However many people do complain about loud music drowning out voices on TV. The problem is that movies were meant to be seen in cinemas and TV sound systems don't match up to that. If you can't find a solution consider a surround sound system as this will correct the sound problems on movies.
If you want to record somebody 3-4 feet from you then use the dictate mode. If you want to pick up voices in a large room then use the conference mode, it increases the microphone sensitivity to the maximum level.
when you go to voice recording check first the storage to be used either phone memory or memory card storage.... set it to memory card storage in order to increase the time of voice recording..
please check the settings from control panel->sounds and audio devices , there you can see voice-voice playback and voice recording.. , if not yet solved the problems, then you have to catch Service center
There's only 'X' amount of memory on your phone, so to have more recording time you'll have to delete some other items like Pics, Sound clips, Themes, Contacts, Screen savers etc...
