When I check my text messages, it says the time the other person sent it is four hours behind the actual time they send it. I've set up my location and everything... Is there any way to fix this?

Check if you have set the time zone correctly. As you mention that you have set the location correctly, the problem is not likely with your mobile. Talk to a service representative of you mobile service provider to resolve this issue. Insist that it should be solved as soon as possible.

Only allowede 70 characters when texting.

Your phone isnt set to the correct character support. Go to text messages and go down the list till you find settings. select text message settings and find "Character support" if its set to "unicode" change it to auto or GSM-Alphabet (Y).. Good luck

Time stamps wrong on incoming text messages but right on phone

Please define approx 5 hours. If that's exactly five hours, it sounds like a time zone problem.

If it's not exact, by how much might any one message's time stamp vary, please?
