1. Turning on switch does not start or nor does it even make any humming noise 2. Power plug and motor continutiy checks OK. Live to Neutral pins record low resistance 3. 220nF starter Capacitor registers -1 suggest it is faulty 4. Should not the motor at least make a humming noise even if Capacitor is faulty ?

Check the ground, the resistors are accully resisnting the Negitive Current.

I had the same problem with my 94 jeep and i ended up finding out what was causing the problem was the starter relay in the fuse box under hood, i believe its the second or third relay. Try turning the key to the start position and leave it there and poop open ur hood and manuelly start the relay

That's a hub bearing. Replace the one that's doing it. I'm assuming this 'roar' is coming from the front, NOT the rear.

Can be a Junk Relay, access is limited, but giving the Starter a "crack" with a mallet, often cures the problem temporarily. But check the Battery terminals, and Cable to the Starter solenoid ,first for tightness and security.
