Try pressing shift key to power up.

The blinking orange battery light generally indicates that the battery isn't working properly, usually going out and not charging properly. In this case, since the adapter will not power the machine without the battery, and it should, I'm going to say that the adapter is going out and not getting the proper amount of power to the system. Try replacing the adapter. Be sure to replace it with a Dell replacement, the Targus brand universal adapters do not work well with Dell machines, and in most cases won't work at all.

Its a powersupply problem in your LCD screen, i had the same thing happen to me- i found a site where you can fix it yourself- heres the link. http://computerguru365.blogspot.com/2008/01/fix-that-lcd-flat-panel-monitor.html I did it and it works.

Sounds like it may have locked up during the restart, try doing a full power cycle. Remove AC cord, remove battery, then hold the power button down for 30 seconds. Plug just the AC back in and try powering it back up. f this works you're done, if you get the bios screen but windows fails to start you may have a failed repair on vista, btw, what exactly were you repairing when this happened.
Try the power cycle and if it doesn't work reply back to me and let me know what happens.
