You must remove the tank from the hoover - you cannot remove the cap from the tank.
The tank is only secured to the hoover at the top by a plastic tab that inserts into the body of the hoover. Pull the top towards you and it will come away.
The filter is at the bottom of the hoover body - you will see it when you remove the tank.
I have included these two links which show diagrams of where the filter is and how the tank is secured to the body.
