It would be helpful to know your country location (and possibly your state). For instance, the answer would be different if you were within the EU rather than the UK. If you are simply having technical problems downloading a form, that is another matter altogether. Some forms are made to be filled out on screen. Some, you download and can fill out with a PDF program that allows such. Others, you print out, fill out, make a copy, and send the original.
It is very important to get the latest form from the official source, not some old outdated form. You have to check the website of the appropriate government department for a link to forms, probably after locating text that tells you what form to use. Otherwise, you may have to go through the punishing process of calling or visiting a government agency.
