Question about Briggs & Stratton Garden
The float in the carb is stuck open, its flooding with gas. the gasoline is going past the rings and/or valves into the crankcase. you need to remove the float bowl and unstick and reset the float to specs, maybe a new seat and needle and change the oil before restarting.

This is a typical problem with older Briggs & Stratton carburetors. The easiest fix is to install a shutoff valve in the fuel line between the tank and the carburetor. This will stop the fuel overflow when not running. Then change the oil to remove any gas from crankcase.
