The 360 Cobra will not beep when I plug it in and it shows number 2

Press and hold Mode/Lock button for 2-3 seconds until you get a beep. I think it is a double beep.

i have found the r213 in n rc convult without any cable or anything, looking forward to test it....

That number is the signal strength indication. IF you get four beeps when that shows up and it could be E instead of 8, the unit has detected something wrong.

To disable the Bluetooth link
Press and HOLD the Bluetooth button on the microphone until you hear a double-beep. You
may hear 1 or 2 single beeps, just keep holding the button until you hear a double-beep. The
Bluetooth light on the CB should remain dark.

To re-enable the Bluetooth link
Press and HOLD the Bluetooth button on the microphone until you hear a single beep. The
Bluetooth light on the CB should blink every 10 seconds.

VOX is the abbreviation for Voice activated transmission, and ROG is likely the abbreviation for Roger Beep, which is a small beep or series of beeps at the end of a transmission that alerts the other person you are talking too that your transmission has ended. this is mostly used when signals are noisy, as the beeps are a sure sign that you have finished your transmission.

Some Cobra radios have a selectable "Roger Beep" while others do not. Without the model number I can't tell if yours can be switched off or not, but if the option is not mentioned in your operating instructions the beep is permanently ON.

does it have a sheld wire?

your power cable has a short in it. replace it.
