You have a very common problem. The short answer is you need to replace the Cartridge, which is Moen part # 1225.
I have seen that so many times with that particular faucet... I'm not a big fan of Moen in general-- but that aside.... That Faucet is one of their "economy" lines and has a long history of giving trouble. I would suggest to you that the best solution would be to replace the faucet with a nice quality Delta, or equivelant-- Delta style and those that use the same parts such as many Peerless and others ARE VERY SIMPLE TO SERVICE, and the PARTS ARE PRETTY CHEAP AND ALWAYS AVAILABLE at Lowe's or Home Depot. Moen cartridges are expensive and can be hard to find the exact match as there are many models that look almost identical. You can get the part free from Moen, but that takes time and can be a hassel.

first thing is check the airateor this is the little screen that the water flows out of which makes it look like bubbles. Take a channel lock and just get a whole on the outer chorme section sticking down about a 1/4 of a inch. Turn it clock wise slowly and remove it. You will see all kinda of junk in there.
Run the waterwith out the section you just removed. at the same time palce the device under the running water and wash away the junk. you might want to run your finger nail over it to help wash away every thing.
The turn off the water and re install.

The old MOEN single handle faucets like youve described usualy took a 1200 or 1225 cartridge. Both are available at most of your big home improvement stores. The answer to your question is yes MOEN parts are still avail. Hope this helps. If this advise is helpful, please give me a vote.
The Moen Posi-Temp Valve is a pressure balanced valve and when not used for long periods of time they can stick causing only cold or hot water to pass through the valve.
A New Posi-temp cartridges can be purchased at most plumbing supply houses or big box outlets such as Lowes or Home Depot.
As long as you had cold water before, a new cartridge will solve the problem. In the future it would be wise to occassionally operate the valve at least a couple of times a month in order to keep the pressure assembly from becoming lodged in position. Just follow the instructions included with the new cartridge on the proper removal of the old cartridge and the installation of the new cartridge. a little silicone grease inside of the valve before installing the new cartridge will also help.
Be sure that there is no particles of the old cartridge left in the valve.
