You will have to pull the engine out and rebuild the top end. You will probably have to bore the cylinders. Purchase a piston kit that comes with gaskets and seals. Reseal the crankshaft with the new seals and your motor should be good for another 23 years.
Off hand I would suggest, check your fuel system delivery first, then your electrical system. Nothing doing with your timing if you have set it correctly in the first place.
Most of the time you can look up the owners manual on websites as long as you can find the kawasaki website you should be good, i had the same problem with a dirt bitke and i found there website and found the owners manual and downloaded the owners manual and printed it out. I'm pretty sure it does. I own a 1995 Vulcan and I bought a 2003 tank and looked at the mounting brackets and fuel connections all looked to be the same - but don't put this in stone. I haven't been able to put it on yet because it's still out being painted.
There should be no difference in the fuel tank mounts from 1996-1005, but as always, check with a professional if this information is critical.
