Sounds like you have Malware and Spyware. If you can boot your system in Safe Mode (repeatedly press F8), I would suggest installing and running MalwareBytes and Spybot. If unsuccessful after running that software or if your system prohibits, then in Safe Mode, copy all your data files (documents, etc.) if you can, and then choose System Restore. Select a date/time when the system was running OK. Please be aware that if you do choose an earlier time, any files you have saved will revert to that date/time. Hope this helps.

Delete any stranded print jobs for the printer before trying to delete/uninstall it. This is usually the problem when a printer won't uninstall. As for the webcam, is it an external or built in? Are you trying to get rid of the driver for it or some associated application software? If it's external and you want to get rid of it and the drivers, first unplug it, and then go to Device Manager and delete the device in there.
