From looking at the owner's manual, it looks like the vent fan is only supposed to come on when the internal temperature of the microwave gets too high OR when you press the VENT FAN pad. It may stay on for 30 minutes or more after the cooktop and microwave controls are turned off. - Vent Fan The vent fan removes steam and other vapors from surface cooking. Press VENT FAN once for high fan speed, twice for medium fan speed, a third time for low faw speed, or a fourth time to turn the fan off. I would say you have a failing door switch or the mount which holds your door switch is loose or broken. In most designs, it is the upper door switch that will produce these very symptoms when it is intermittent or its mount is broken or loose. Opening the door while cooking (without first hitting the STOP pad) is the primary cause of door switch failure. Slamming the door, damage during shipping or transportation and sloppy manufacturing techniques or materials are the primary causes of trouble with the door switch mounts. all microwaves have 2 safety switches at least... but these are tied to a set of relays that turn it on, my bet is a sticking or stuck relay because you unplug it right and plug back in its not running?-relay ... if always runs driver transitors.
